His background spans economics, international NGOs, and the arts, giving him a unique ability to blend technical precision with compelling storytelling. How NDCS Is Organized

You are hiring one person, not a firm. Every project runs through me, so nothing is handed to a junior and nothing gets lost between departments.

You always know who is doing the work and who to call. I take on a small number of engagements at a time rather than staffing up to fill a pipeline. When a project needs expertise I do not have, it is brought in by name rather than absorbed into an invoice.

The work splits into two kinds.

Who else is involved.

External advisors. Three consultants work with NDCS on the questions that sit outside my own expertise — economics and global finance, public policy and partnerships, and engineering and construction. They are named below, they are brought in for specific engagements, and you know when they are on a project.

Your project team. On capital work I sit on your side of the table, coordinating across the architects, engineers, contractors, owner's representatives, public agencies, and community partners already attached to the project. NDCS does not replace those roles; it is the one seat that keeps them aligned with your priorities, your funding constraints, and your board.

Jeffrey Althouse, PhD

External consultant in economics & global finance

Jeffrey is an economist, educator, and consultant with expertise in economic development, sustainability, and financial systems. He co-coordinates the C3A Nature Transition Hub at The World Bank and previously served as an Environmental Economist at the Banque de France. His academic career includes lecturing in international economics and ecological finance at Université Sorbonne Paris Nord and Sciences Po. He holds a PhD in Economics from Université Sorbonne Paris Nord and has studied at Columbia University. Fluent in Spanish, French, and Portuguese, he brings a cross-cultural perspective to clients navigating complex policy and financial landscapes.

Paul Kuhne, PMP®

External consultant in public policy & strategic partnerships

Paul is a program director, facilitator, and consultant with over a decade of experience in civic technology, open data, and global policy. Formerly Director of Programs at the Center for Open Data Enterprise, he led initiatives on climate, equity, health, and emerging technologies, and holds a PMP® certification in project management. He also coaches leaders in facilitation with UFacilitate and has contributed to organizations including Open Data Watch, Braver Angels, and Listen First Project. Paul holds a Master’s in Global Policy Studies from the University of Texas at Austin and a B.A. from Temple University. Fluent in Spanish, he brings a human-centered, collaborative approach to complex challenges.

Christian Lichty, PE

External consultant in engineering & construction

Christian is a licensed Mechanical Engineer with experience in mechanical systems design, project management, and product development across defense, infrastructure, and public sector projects. He has worked with the U.S. Army Corps of Engineers on hydraulic, pneumatic, and HVAC systems for locks and dams, and with AECOM on multimillion-dollar HVAC improvements for New York City schools. Christian holds a Master of Engineering in Industrial Management from Stevens Institute of Technology and a B.S. in Mechanical Engineering from Syracuse University. Alongside Autodesk and PTC design software, he has training in machine learning and Python. At NDCS he applies his engineering expertise to help clients develop efficient, scalable systems.
